Customs clearance brokerage is the process of getting your imported goods through US Customs legally, efficiently, and without delays. At WWS Cargo, our licensed customs brokers handle all documentation, tariff classification, duty calculation, and compliance requirements so your cargo moves from the port to your warehouse as fast as possible. Additionally, we process hundreds of customs entries every month for importers shipping from China to the United States.
What Customs Clearance Brokerage Involves
Importantly, importing goods into the US requires compliance with regulations from US Customs and Border Protection (CBP) and, depending on your product, additional agencies like the FDA, CPSC, FCC, or EPA. In other words, it is not as simple as your container arriving at the port and someone handing you the keys.
Specifically, our brokerage covers:
- Entry filing — submitting a formal customs entry to CBP with accurate product descriptions, values, and classification.
- HTS classification — assigning the correct Harmonized Tariff Schedule code to determine duty rates.
- Duty and tax calculation — computing import duties, merchandise processing fees, and harbor maintenance fees.
- ISF filing — submitting the Importer Security Filing at least 24 hours before an ocean vessel departs for the US.
- Customs bond management — ensuring you have an active bond on file with CBP, required for all commercial imports.
- Agency compliance — coordinating with FDA, CPSC, or other agencies when your product requires additional clearance.
- Examination support — managing the process if CBP selects your shipment for inspection.
Furthermore, we track every shipment through the clearance process and notify you the moment your cargo is released.
Why Customs Clearance Matters
Moreover, mistakes during customs clearance are expensive and time-consuming. Here are the real consequences of getting it wrong.
Delays
First, incomplete or incorrect documentation can hold your cargo at the port for days or weeks. Meanwhile, you are paying storage fees (demurrage) that quickly add up. As a result, a single missing document can cost you $200 to $500 per day in port storage charges.
Fines and Penalties
Additionally, CBP issues penalties for various infractions. For example, a missed ISF filing triggers a $5,000 fine per occurrence. Similarly, incorrect HTS classification can result in retroactive duty assessments plus interest. In other words, having a professional broker who files correctly the first time saves you far more than the brokerage fee.
Seizure
In serious cases, CBP can seize your entire shipment. Specifically, products that violate intellectual property laws, safety standards, or import regulations may be confiscated and destroyed. However, proper classification and documentation prevent these scenarios entirely.
Our Customs Brokerage Process
Essentially, when you ship with WWS Cargo customs clearance is built into the process. Here is how it works.
- Pre-shipment review. Before your goods leave China, we review the commercial invoice, packing list, and product details to identify potential compliance issues.
- ISF filing. For ocean shipments, we submit the Importer Security Filing within the required timeframe to avoid penalties.
- Entry preparation. Subsequently, we classify your goods under the correct HTS code, calculate duties, and prepare the customs entry.
- Entry submission. After that, we file electronically with CBP through the Automated Commercial Environment (ACE) system.
- Examination management. If CBP selects your shipment for inspection, we coordinate the process to minimize delays.
- Release and delivery. Once CBP releases your cargo, we arrange pickup and delivery to your warehouse, Amazon FC, or our prep facility.
- Duty payment. Finally, we process duty payments through your customs bond and provide detailed statements for your records.
As a result, you receive a complete customs file including the entry summary, duty receipt, and release notice for your accounting records.
HTS Classification: Getting It Right
In particular, the Harmonized Tariff Schedule assigns a 10-digit code to every product imported into the US. This code determines your duty rate, which can range from 0% to over 25% depending on the product and country of origin.
Furthermore, incorrect HTS classification is one of the most common and costly mistakes importers make. For instance, choosing a code with a lower duty rate may seem like a savings, but CBP audits entries regularly. Consequently, if they reclassify your product, you owe back duties plus interest and penalties.
In reality, our brokers classify thousands of products annually. Therefore, we know the nuances between similar codes and always select the most accurate classification. In most cases, we also identify opportunities to use legitimate preferential programs or duty exemptions that reduce your costs legally.
Customs Bonds Explained
In addition, a customs bond is a financial guarantee to CBP that duties and fees will be paid. As a matter of fact, every commercial import into the US requires one. There are two types.
Single Entry Bond
Specifically, this bond covers one specific shipment. The bond amount equals the value of the goods plus duties. In short, single entry bonds make sense if you import infrequently, perhaps once or twice a year.
Continuous Bond
Alternatively, a continuous bond covers all your imports for a 12-month period. The annual premium is typically $500 to $600, regardless of how many shipments you make. Consequently, if you import more than twice per year, a continuous bond is significantly more economical.
Moreover, we set up and manage your customs bond as part of our brokerage service. If you do not have one yet, we arrange it before your first shipment arrives.
FDA, CPSC, and Agency Compliance
Notably, many products require clearance from agencies beyond CBP. Here are the most common.
- FDA (Food and Drug Administration) — required for food, supplements, cosmetics, medical devices, and certain electronics. Additionally, prior notice filing is mandatory for food products.
- CPSC (Consumer Product Safety Commission) — required for children’s products, toys, and consumer goods. Furthermore, certificate of compliance or test reports may be needed.
- FCC (Federal Communications Commission) — required for electronic devices that emit radio frequency energy, including Bluetooth and WiFi products.
- EPA (Environmental Protection Agency) — required for certain chemicals, pesticides, and vehicle-related products.
In addition, we manage filings with these agencies as part of our standard service. Therefore, we identify which agencies apply to your product during the pre-shipment review so there are no surprises at the port.
Common Questions About Customs Clearance
Do I need a customs broker to import into the US?
In short, you can file customs entries yourself legally. However, the process requires detailed knowledge of CBP regulations, HTS codes, and electronic filing systems. In reality, virtually every commercial importer uses a licensed customs broker to avoid errors and penalties.
How long does customs clearance take?
Typically, routine clearance takes 1 to 3 business days for ocean freight and same-day to next-day for air freight. However, if CBP selects your shipment for examination, add 3 to 7 business days. As a result, our pre-clearance preparation minimizes delays.
What documents do I need to provide?
Specifically, at minimum we need your commercial invoice, packing list, and bill of lading or airway bill. For regulated products, we may also need test reports, certificates, or FDA prior notices. In other words, we tell you exactly what is needed before your goods ship.
Can you handle customs for shipments I booked with another forwarder?
Yes. In fact, our service works independently of who shipped your cargo. Similarly, if you have existing shipments arriving at US ports and need a broker, we can step in and handle clearance.
